National Traffic Police Road Safety Master Plan

The number of casualties from traffic accidents in Indonesia increases every year. The statistics from the National Traffic Police showed more than 32,000 people were killed on the roads in Indonesia in 2011. Road accidents have a negative impact on the nation's economy. The National Road Safety Master Plan (NRSMP) indicates that the accidents resulted in economic losses of around 3.1 percent of Gross National Income; that is around Rp 220 trillion. This figure is much higher than the figure in 2004 provided by the World Health Organization (WHO) which is 2 percent.

In accordance with Law 22 (2009) the Traffic Police is responsible for road and traffic safety including collection, monitoring, processing and presentation of traffic and road transportation data as well as law enforcement. Therefore; a reliable and efficient road traffic accident data source is significant for the Traffic Police to fulfill their responsibilities as charged by the Law.

Through Indonesian Law 22 (2009) the Traffic Police are charged with the responsibility of road traffic and transport safety. Generally, Law 22 ( Article 4, 5 and 12) aim at developing and organizing a secure, safe, orderly and smooth land transportation system through:

  • The movement of vehicles, people and/or goods on roads
  • The use of traffic and road transportation infrastructure and facilities
  • Activities related to registration and identification of motor vehicles and drivers, traffic education, traffic management and engineering, and the enforcement of traffic and road transportation laws

National Traffic Police have identified five policy pillars to work towards the UN Decade of Action for Road Safety and a five-year action plan as shown in the following graph. Priority has been established with the help of the World Bank, Indonesia Infrastructure Initiative, funded by AusAID, the Asian Development Bank, and other stakeholders.

Priority programs include:

  • Road safety action partnership among stakeholders
  • Improved record keeping system of traffic accidents
  • Improved quality of traffic accident investigation
  • Study of the accident-prone locations ("blackspots")
  • Law enforcement in terms of control of heavy vehicles
  • Improved system for issuing drivers' licenses
  • Law enforcement for speed control using electronic devices
  • Law enforcement to control drunk driving at various locations
  • Traffic education from an early age
  • Improved identification of vehicles in accordance with the safety standards

The program will only succeed if the involved stakeholders use measurable goals; if stakeholders are committed and active in the implementation of programs . The stake holders should periodically evaluate the success of the program and implement the necessary changes in anticipation of the new trend. Improving the quality of accident data is urgent, as the data forms the basis for planning the safety program by all stakeholders.
